Biographical Statement

Dr Eve Hepburn FRSA is the Founder and Managing Director of PolicyScribe. She is also an Academic Fellow at the Scottish Parliament, an Honorary Fellow at the University of Edinburgh’s Europa Institute, an Associate at 3rd Horizons, and member of the Advisory Board of the Scottish Centre on European Relations (SCER).

Prior to establishing PolicyScribe in 2017, Eve spent 15 years holding various academic positions at leading universities throughout Europe and North America. From 2006-2017, Eve worked at the University of Edinburgh, where she held the positions of Senior Lecturer in Politics and International Relations (2012-17); Founding Depute Director of the Academy of Government and was Co-Director of the Master of Public Policy (MPP), Executive Programme in Public Policy, and Postgraduate Certificate in Practice in Government (2010-15); Senior Research Fellow in Politics and International Relations (2010-12); Director of the MSc Multi-level and Regional Politics (2010-12); Postdoctoral Research Fellow in Politics and International Relations (2007-10) and Teaching Fellow in Politics (2006-7). Eve was also a Research Associate in Politics and International Relations at the University of Aberdeen (2006-7); Co-Editor of Regional & Federal Studies (2007-2012); Co-Convenor of the European Consortium for Political Research (ECPR) Standing Group on Federalism and Regionalism (2008-2013); and International Advisory Board Member of the Island Studies Journal (2013-16).

Eve has held Visiting Fellowships at the University of British Columbia (Vancouver), McGill University (Montreal), European University Institute (Florence), Università di Cagliari (Sardinia), University of Prince Edward Island (Charlottetown), Aland Islands Peace Institute (Finland) and Großbritannien-Zentrum der Humboldt-Universität zu Berlin (Germany). Eve has conducted research in English, German and Italian.

Eve has authored nine books and over 50 refereed journal articles on devolved policy-making, European integration, Scottish-EU relations, federalism and regionalism, and immigration in the UK, Europe and North America.  She has also provided policy advice, analysis, research and evaluation services to a range of organisations including the Scottish Parliament, Scottish Government, UK Parliament, Improvement Service, Canadian Government, Sardinian Government, Aland Parliament, Scottish Funding Council, the BBC, Volunteer Scotland and Glasgow City Council.

Eve has won and managed over £750,000 of funding to conduct research and projects on a variety of topics, from organisations including the Economic and Social Research Council, Leverhulme Trust, European Social Fund, Scottish Government, Carnegie Trust, British Council and Firstport.

During 2016-19 Eve was also the Founder and Chief Executive of Fearlessly CIC, an award-winning social enterprise focussed on youth wellbeing. She is also Trustee (Secretary) of Articulate Cultural Trust.

In November 2012, Eve was awarded the University of Edinburgh’s ‘Rising Star Award’ by HRH The Princess Royal in recognition of outstanding contributions to research and teaching. In 2018, she was appointed a Fellow of the Royal Society of Arts, Manufactures and Commerce (RSA). She has also been named a ‘WISE100 Leading Women in Social Enterprise’ by NatWest (2018) and in 2019 she was shortlisted for the ‘Scottish Women’s Awards Social Entrepreneur of the Year’ award.
